A prominent law journal of Italy, the Italian Journal of Public Law, has published an article by Dr.iur. Edvīns Danovskis, Associate Professor of the Faculty of Law of the University of Latvia, titled "The Use of Automated Decision-Making Systems by the Government in Latvia". The article was published in an issue of a journal dedicated to the problems of using automated decision-making systems, including artificial intelligence solutions.

In Latvia, automated decision-making systems in public administration are used both in issuing administrative acts and decisions in administrative offence cases. An automated decision-making system is a decision-making process that is based solely on automatically obtained and processed data, without excluding the possibility that the content of the decision is checked by a person before its adoption. In Latvia, automated decision-making systems are used, for example, in making decisions on administrative offences in road traffic, real estate tax payment notices, as well as certain decisions of the State Revenue Service. In Latvia, such decisions can only be made in cases provided for by law. This approach stems from the fact that, according to the Law on Legal Force of Documents, a document without a signature has legal effect only in cases specifically provided for by law. The regulation of the Administrative Procedure Law does not restrict the use of automated decision-making systems, but it is practically possible only in standardized cases when the institution, in accordance with legal norms, does not have discretion in making a decision. The article is available here: https://www.ijpl.eu/the-use-of-automated-decision-making-systems-by-the-government-in-latvia/ 

The article was prepared as part of a comparative study, the task of which is to obtain data on the practice of using automated decision-making systems in different countries with the aim of identifying the admissibility of decisions made in this way and the principles applicable in their adoption
